N2 - On the basis of a BRS invariant formulation of a free bosonic string at D<26, we analyse the structures of BRS and ghost number operators and the string vacua. The ghost number and the mass spectrum are naturally related to each other in this scheme. By using a string field theoretical technique, it is also shown that the Weyl freedom gives rise to an unphysical Higgs scalar, which is absorbed by the vector particle in the first excited level, thus realizing the Higgs mechanism.
