A unified phenomenology of the spin fluctuations in the normal state of high-Tc cuprates is constructed on the basis of the itinerant-localized duality picture taking into account not only the coherent spin fluctuations but also the incoherent. As a result the long-standing paradoxes concerning the behaviors of the neutron scattering and the NMR relaxation rates are resolved.
