The authors express their sincere thanks to F. Sauli for suggesting GEM detector design and providing GEM foils. We gratefully acknowledge all the staff members and engineers at RCNP for their help and advice. Our special thanks are due to the members of the accelerator group for providing an excellent beam during the experiments. The experiments were performed under Program nos. E169 and E259 at RCNP. This work was supported in part by a Grant-in-Aid for Scientific Research no. 18340063 from the Ministry of Education, Culture, Sports, Science and Technology of Japan.

N2 - We have developed a tracking detector with a gas electron multiplier (GEM) for nuclear experiments. The developed GEM detector was installed inside the dipole magnet used for transporting the primary beam to the beam dump and it was used to measure the momentum of charged particles. A sufficiently high spatial resolution was achieved at a high counting rate and a magnetic field for coherent pion production with a 392 MeV proton beam to study the short-range component of the residual nuclear interaction. The detector systems and development procedure are described.
