Summary form only given, as follows. In data networks, flow control is effective to prevent throughput degradation which occurs in an overloaded data network. Many studies have been carried out on flow control. Most of the studies assumed that there is no control delay, which means the time from when the control message starts to be sent until the effect of the control appears. However, in real systems, the control delay time cannot be neglected. Furthermore, in some cases of real systems, flow control is usually activated by the information obtained by monitoring factors such as resource utilization at sampled time points. The authors present and analyze a two-level flow control method with control delay based on sampling monitoring. The monitoring intervals are assumed to be arbitrarily distributed. Steady-state probabilities are analyzed using piecewise Markov process theory and the system performance is shown. Through several numerical results, the effectiveness of the proposed flow control method is demonstrated.
