Heating and particle diffusion due to lower-hybrid parametric instability (resonant decay into lower-hybrid waves and backward ion-cyclotron waves) were investigated experimentally. From the measurement of the phase difference between density- and potential-fluctuation of backward ion-cyclotron waves, it was found that the former leads the latter as the parametric instability grows. This mechanism can be qualitatively explained by a simple fluid theory. The increase of this phase difference is followed by the anomalous increase of plasma particle flux across a magnetic field over the Simon diffusion.
