This paper investigates the validity of Chomsky's (2013) suggestion that the derivation of the Double Object Construction (DOC) in English includes Pair-Merge. In order to render this suggestion implementable, I propose a developed version of Chomsky's (2015) free merger and name it radical free merger, where not only Set-Merge, but also Pair-Merge is freely available in phase formation. Under radical free merger, we can capture a well-known asymmetry between the direct/indirect objects in the DOC and hence it is revealed that Chomsky's (2013) suggestion is on the right track. Furthermore, radical free merger provides a more minimalistic framework, where the intrinsic difference between Arguments and Adjuncts may be dispensable.
