Most of the companies need the design activities to achieve their business goal. Therefore they need the strategic design approach. This study examined what kind of approach is useful and whether there are the appropriate indicators, through the investigation of papers and literature in the design, R&D, marketing, CS, brand and IT investment field. As a result, we found 1) There is the problem due to the lack of clarity about the investment effect on the design activity. 2) Value Engineering (VE) concept has possibilities to solve this problem. 3) No attribute which is suited to VE "Function" and "Cost" was found from papers and literature. It means the next step of this study will be the consideration of attributes.
