The temporal evolutions of the electron temperature and density are measured in a turbulent heating experiment in TRIAM-1. Skin-like profiles of the electron temperature and density are clearly observed. The anomality in the electrical resistivity of the plasma in this skin-layer is estimated, and the plasma heating in this skin-layer is regarded as being due to anomalous joule heating arising from this anomalous resistivity. The ratio of drift velocity to electron thermal velocity in the layer is also calculated, and it is shown that the conditions needed to make the current-driven ion-acoustic instability triggerable are satisfied.
