Considering the world's increasing energy demand and the high rank coals occupying only half of the minable deposits, it is necessary to upgrade low quality carbonaceous materials, paraphrasingly carbonization and coal preparation, and to apply these upgraded materials to a high efficient power generation. In this review, an introduction about hydrothermal treatment of lignite and biomass, float and sink test of high ash coals, and CO_2 gasification of the upgraded materials are achieved from the viewpoint of utilizing CO_2-blown Integrated Coal Gasification Combined Cycle (IGCC). In the float and sink test, the investigation of the effectiveness of gravity separation, microscopic study of macerals and ash constituent analysis were executed. The hydrothermal treatment demonstrated how the improvement of the raw materials was achieved from the wide range of analysis such as fuel characteristics, FT-IR, solid state ^<13>C-NMR and etc. The gasification reactivity was conducted by using a thermobalance with consideration from the viewpoint of the catalytic activity of ash constituents, reactivity of macerals and the relevance with the degree of coalification. Finally, the simultaneous enhancement of the gasification and decline of ash content were achieved by the ion infiltration and leaching effects of hot compressed water.
